It's been 3 weeks and I've only lost 1% Body fat, looking at past people it seems like I should have changed alot more than that... any opinions?

I've seen a lot of questions like this and in fact posted one like it myself in week five. Not sure who you mean by "past people" because I can assure you that for most people, the results are not obvious until weeks 10-12. I know it's frustrating, but you body is transformed from the inside out and it does take the whole 12 weeks to get you results!
Please stay with it- you WILL get results!

I am also curious what method you are using to measure bodyfat because if it is a bathroom scale those numbers are notoriously inaccurate.
